OH and it was by selected states so that also might be it (afaik South Carolina isn’t included in the rice belt states, and some quick googling says SC hasn’t had industrial scale rice farming in decades, it’s mostly a research/small scale heritage thing now)

wait actually I just checked and both the state I grew up in AND my long time home state have open primaries!!! no wonder I am extra confused and infuriated about closed primaries!!!
