I actually mention this in an upcoming podcast appearance. A lot of the natsec stuff against serious Al Qaeda and ISIS actors was kind of useless because they found out our capabilities through process of elimination and took most of their comms offline by the mid 2000s.
But policies that are built out to combat TikTok are not limited to usage on TikTok. Much like terrorist laws aren’t used against people that most people share a consensus are terrorists but broad community surveillance on political dissident behavior
