While I welcome this, it is worth pointing out that it will cost about 6B. By comparison, a national UBI would cost about 51B.
I would have just as soon seen Justin introduce a UBI.
Also, I reject the facile arguments that this is bad policy; after 11/5, political expediency is good policy.
