The private sector alone has never built enough dwellings for the population to affordably house itself. If the government is serious about housing equity and affordability (it's demonstrably not), it should directly build houses, lots of houses, rather than incentivise even greater demand.
Governments used to build places for people to live in.

Housing used to be affordable.

I think billionaire should be a title, a finish line. Congratulations, you won capitalism! You can't get richer than this. We don't need oligarchs who control the world while the masses struggle. They've unfortunately proven that they're unworthy of their immense power in our society.

A commodity is something whose price is determined by the market. That's currently true of homes whether you own or rent.

Decommodifying housing means that rents should not be based on the market for housing, but on the cost of providing it.
You can still make good profits without rent seeking.
