The denouement of the shutdown shows the asymmetry of the incentive structures. GOP only cares about the response of their mob boss and is rewarded for cruelty. Dems care about pain and suffering but also always play their cards scared. No strategies to up the GOP costs and scared of donors.

Nope. They will remember that the shutdown and resultant suffering were for nothing and they will blame Dems.
