The OMB impoundment memo's consequences aren't just about disrupting, in a profound way, *current* funds. It also makes it extremely hard to negotiate *future* spending deals if no one at the table can trust that the executive branch will actually stick to the deal at the execution phase.

I wake up in the morning &, like any sane person, do not allow anyone to communicate with me by word or gesture until I have taken the dog out, fed the animals, & made my coffee. I begin communication for the day by grunting and making faces at anyone who peoples at me before I finish my bean water.

I just did a bunch of research for a white paper and then followed a bunch of people over here. This is my dog Hickory. He supports my career but wants me to nap with him before writing up my research findings. It’s clearly the right thing to do.
