Capes in SW, at least per the visual dictionaries, were shorthand for nobility, real (Dooku) or affected (Calrissian). Apart from Vader, no-one else of rank in the DS1 throne room wore one.
Krennic's choices of ship & sidearm were similarly hipster compensation for his lack of political acumen.
