Here's the APTA data on ridership by mode: note that wealthier households are much more likely to use the train, and poorer households more likely to use the bus.

This isn't some emergent preference, it's the impact of what modes (or types) of transit serve which areas

Instead of passing an exclusionary law (difficult, attracts attention, can be easily overturned by a later administration), architecture can be used to subtly and much more permanently address the same ends

I don't know how it went for y'all in the BLM uprising in 2020 but my city threw the fuck down on highways. you couldn't go anywhere fast for a while back in summer 2020. Highways, often built explicitly to segregate cities and facilitate fast suburban travel, turned into weapons of urban protest.
