the most potent determinant of whether bad policy lasts is whether it affects the wealthy as much as the poor. The way to make deleterious policy politically sustainable is:

1) de facto exempt wealthy people from compliance, and

2) have the compliance of everyone else further enrich the wealthy

politically, unless this subdivision of migrant laborers will be getting a new fast-track to residency and citizenship, the emergence of carve-outs and exceptionalism is not to be celebrated.

This is a return to sustainable thresholds of oppression: ‘we will not touch the land-owners’ wage-slaves’.
