Whilst the new government has faced many crises, delivering for the bereaved and survivors should be a priority.

So should press regs, because fuck Murdoch and fuck The Sun for what they did to those at Hillsborough.

In my view, the govt should create legislation ASAP, it wasn’t fair to promise and not deliver. It’s damaging to survivors, in a way though so is McDonnell/ Byrne giving the impression that they’ll never get a law (which is not true) whilst knowing theirs likely wouldn’t pass.

6. In summary:

- Key amendments to this private members bill were blocked

- Starmer says a Hillsborough law is coming, but it’s not been confirmed yet

- Hence McDonnell/Byrne tabling this but it’s unlikely to pass as it’s not a government bill

- It does NOT mean there won’t be a government bill

5. When asked about it in Parliament, Starmer said:

“This is a really serious issue, it is important that we get it right. I am fully committed to introducing a Hillsborough Law… We will bring this forward, I just want to take the time to get it right.”

4. Starmer previously committed to introducing a Hillsborough Law before 15th April 2025, the 36th anniversary. The deadline was missed. No government bill has been published. According to Full Fact, ministers say legislation will be introduced during this term, but no timetable has been announced.

3. An objection did come from a Labour whip, reportedly on the basis that this is not an official government bill.

Blocking amendments is a procedural tactic often used to maintain control over legislative content and is not uncommon if not a government bill.

2. The bill is titled the Public Authority (Accountability) Bill. It was introduced under the Ten-Minute Rule, which allows backbench MPs to propose legislation and raise issues for debate.

Byrne and McDonnell did this as the government hasn’t yet brought forward legislation.
