Of course, there are some potential issues, particularly MSA's (1) limited capability and capacity and (2) weak accountability mechanisms.

But these affect the timing, not the underlying principle. Devo should only occur once agreed readiness conditions are met.

Devolving most of Homes England's powers & responsibilities is the logical next step.

Homes England has done a good job. But with a maturing MSA tier, devolution's advantages are hard to ignore:

🏰Place-based policy
🤗Partnership-led delivery
⏩Unlocking efficiencies
💰Driving investment
👯Addressing the democratic deficit

📈Increase housebuilding,
📉Cut 'quangos'
🏙️Devolve power

These ambitious & necessary goals are interconnected. If the Govt is serious about achieving them, Homes England must go.❌

This Province model would provide a path for more rural & polycentric areas to benefit from devo. Have a read of the paper below (and check out the map w some ideas for possible Province boundaries!).
