Sure. Thats why the PCs let school boards have flexibility, I.e. sometimes favoring an EA.

But then the 2019 UCP faulted school boards for exercising the flexibility that cons intentionally built in.

The UCP holding teachers to an ultimatum of either decreasing class sizes what Ralph Klein determined was *best for students* or locking in wages far below they got paid in the Klein era (in real terms) just to meet their arbitrary budget reminds me of this article:

Lemme get this straight: the 2004 conservative gov't commissioned a report that determined the best class sizes *for students*.
The 2004 conservative government committed to meeting that target.
The real earning of teachers has decreased since 2004.
But now its up to teachers?
