I also think it mistakes recipients for awardees. It states: “…award recipients are subject to a 15 percent indirect cost rate… (to) allow grant recipients a reasonable and realistic recovery of indirect costs”. The recipient is obv. the Univ. Who makes that error?

This would, if implemented, cause an immediate collapse of real estate values across the US and a massive recession.
