…let’s not get ahead of ourselves. Pretty clear that the city isn’t good at doing anything.

Let’s start with no encampments near schools/daycares/parks and go from there.

Wouldn’t hold my breath for this council ever building any affordable housing at scale, so I wouldn’t worry about the rest

Well, if you choose a tent over a shelter (whatever the reason) and you set up in a public park, there’s no guarantee you get to just stay there indefinitely. There are by-laws on this, whether or not the police and the municipalities choose to enforce them.

So yeah, no encampments near daycares. Not fair to make the kids pay for the adults’ failure to look after those in our society who need help.

I don’t disagree with you. Needs to be full onslaught approach: addiction/ mental health treatment, more public/subsidized housing, etc., etc.

However, I also (somehow controversially) believe that encampments should not be allowed in public parks, particularly those with kids playgrounds.

The article clearly states:
