I'm investigating via FOI request how Birmingham Northern Relief Road (aka M6 Toll) is able to reclassify a vehicle for tolling purposes, taxed by HMRC and VED as a car, as a van. As it must be in the concession agreement with the DfT, not a S.I., that must be an example of 'tertiary' legislation?

It seems the BBC is still struggling to understand the difference between a Customs Union (goods/services) and Freedom of Movement/border control (people), judging by the photo?

The Secretaries of State though should be able to process DCOs faster, and the state itself is sometimes best able to resolve issues that the DCO process produces. The £750M Hinckley National Rail Freight Interchange being a case in point.

Continental Europeans probably pity us for our small loading gauge, which means we end up with smaller seats and space, and a harder suspension. The seats, seating arrangements and facilities on board can be changed, and possibly should be.

I can understand the sentiment for XC, but GWR trains are generally pretty good. The noise from IETs is also aggravating because DfT failed to electrify through Bath Spa & Temple Meads, despite the original plan. Also the discomfort is as much due to the poor quality of track as anything else.

If my experience of teenagers is anything to go by, they would then leave just the last After Eight mint in the box to ensure they did not have to empty and then put the box into the recycling.
