This is all really interesting. Bringing back student number controls won't cost anything, will work to stabilise the hugely-unstable HE sector, and help a lot with other parts of Labour's agenda (as suggested below). But the Government just doesn't seem interested, for no obvious reason at all.
Without student number controls, both Labour's regional and urban renewal policies are unlikely to work. They don't even appear to know they're making themselves run up the down escalator. wonkhe.com/wonk-corner/...
Mayors will be told to have a plan. But not over student numbers...
One of the potentially very helpful things about the Renter’s Rights Act (in England, anyway) is going to be the new Private Rented Sector Database.
