They've been saying this for MONTHS. Everytime they have a meeting they have completed a framework that might someday be a deal that someone somewhere signs.

Let us know when there is a signed deal that the american public can read and congress can ratify instead of just being PR for the president

This article has some real "mission accomplished" vibes without any real substance. This isn't a business deal...it's human capital not how many steaks you are buying at what price and it's not the first time we've been here either.
