No doubt not just Lutnick, too. I am not familiar with any recent estimates of REEs to be extracted, but the exploratory findings for oil from a few decades back were promising. Why an aggressive takeover is required though, I am not sure. Couldn't such gains be found via the free market?

Trans-Arctic Shipping Routes is all that comes to mind for me. Pituffik Base has not been top of list for defense investments lately, I don't think, but the future of the Arctic is bound to be fraught with scrambles for new shipping routes as the caps continue to recede.

Restructuring seems to be the key characteristic of the current American Administration. Is it at all possible this could also be seen as a de-escalatory gesture, should it happen, towards Russian interests on the European continent?

Other than that, the rest of the report is unsurprising. It makes sense to me that USAID efficiency and function will be handicapped during a period of internal audit and change. That may mean the suspension of aid for now, but hopefully the desired changes are realised sooner than later.

Senator Jerry Moran thanked Secretary of State Marco Rubio for helping push the delivery of this food forward after the writings of this report, but I hope those deliveries can, indeed, be seen to completion despite the changes in management practices and philosophy.

Regardless of one's opinion regarding the efficacy or utility of the USAID network of programmes, it will only reflect poorly and foolishly upon the People of the USA if these foodgoods go to waste. The Title II Food for Peace programme is a crowning achievement of American Agriculture.
