My bad. It was in 1920 that 警察航空班 was established in Taiwan, which makes more sense as the British did similar things in Middle East. The detail is in 台湾総督府警察沿革史 I. Still earlier than the 1930s.

Realized that my work gives me opportunities to get to know and hang out with the most thoughtful scholars and awesome people and visit fun places like Hong Kong. I am very lucky.
