Because proportionality is a balancing principle, the IDF seems to continue to extend what it considers a permissible amount of civilian harm in relation to what it determines is necessary militarily. But it is clearly in breach of IHL and has developed doctrines that breach it:

I’m sure they will try to control the narrative in this way, but I’ve seen reporting - even in the NYT - that foregrounds the claims of the Palestinian Health Ministry with IDF as caveat. Maybe they won’t succeed in burying this

Reporters were shown IDF mapping of cell phone data in Gaza, with green areas indicating less data use. Presumes a lot about available electricity while under siege. IDF will use this to claim compliance with international humanitarian law obligations while displacing a population
