Scheduled elections for 24 of England’s 317 councils will be taking place on Thursday.

These are for 14 county councils, eight unitary authorities, one metropolitan district and The Isles of Scilly.

There are other unitary authorities with similarly ‘small’ populations that have not been formally invited to submit LGR proposals. However, the govt is “open to discussions with all areas where structural change will help them get onto a more sustainable footing”.

Where have elections been postponed?

The govt has announced elections will be postponed until May 2026 in Norfolk, Suffolk, Essex, Thurrock, Surrey, East and West Sussex, Hampshire and the Isle of Wight.

What happens next?

Jim McMahon will formally invite reorganisation proposals from two-tier councils and their small neighbouring unitaries at the end of Jan. We can expect initial plans by March and all full plans by the autumn, with new unitaries in April 2027 and 2028.

16 county councils and 2 unitaries have asked to postpone elections.

Importantly, these are just requests and decisions on which will be postponed will be announced soon.

Who does this affect?

There are currently 21 county councils in England, sub-divided into 164 district councils.

The government also plans to reorganise “smaller or failing unitaries”, although it is unclear how many.

What do we mean by ‘local government reorganisation’ (LGR) or ‘unitarisation’?

It replaces county and district councils in ‘two-tier’ areas with ‘unitary’ authorities.

What can today’s vote tell us about the assisted dying bill in Holyrood?

It is difficult to draw many conclusions, especially as no SNP MPs voted today. However, it will be interesting to see if MSPs’ votes mirror the higher opposition to the bill amongst Scottish Labour MPs.

Once we break down the votes by party, we get a more detailed picture.

There is a split between Labour MPs across England, Wales and Scotland.

Many MPs representing Scottish and Northern Irish constituencies did not vote today.

But a higher proportion of MPs representing Scottish and Northern Irish constituencies voted against than English and Welsh.

As the bill progresses, their votes could make a crucial difference.

So did votes by Scottish and Northern Irish MPs make a difference? 🤷‍♀️

The short answer is no. If we only counted votes MPs from English and Welsh constituencies, the bill would have passed 312 votes to 237.

The Terminally Ill Adults (End of Life) Bill passed its second reading by 330 votes to 275 this afternoon.
