I overheard a cop saying he’d like to get more units and arrest folks if the crowd does not move across the sidewalk as ordered. It’s common cop posturing at an event like this.

I've obtained the bare bones initial incident report from Gwinnett Co. SO re: traffic charges filed against Atlanta journalist Mario Guevara. No information given about the actual traffic infractions. Reporting deputy's name redacted as a confidential source.
