As children, both my parents skated on Corby Pond in St. Joseph, Missouri. I don't have hard data, but I don't think that's been possible going back at least to the early 80s when I was hearing those stories.

That is pretty extreme by any standard. Playgrounds now look more interesting, but are lame AF. I'm never surprised to see kids climbing on the outside of them.
