I originally saw this as a flaw in the show, but I kind of love how unrealistically LOW the stakes are in "The Prisoner."
Number 2 (plural) and Number 6 are bitter opponents who can also sit down and have tea together. And Number 2 legitimately IS a bumbling town mayor; that's not an act.
