Consignment seems like it's actually the worst case here, am I understanding correctly? Publisher pays for the book, then sends it to the distributor without the distributor paying for the book up front, so now you're out the money you paid for the books and have less than nothing to show for it.

What’s really funny is that every time anyone asks this question, loads of people come out and talk about this exact book. It’s kinda delightful.
