Below that, is an empty tier called "there is a literal abyss between the top and the rest". i have no idea what kind of granular difficulty settings 2205/1800 have, but 2070 lets you disable all disasters (social & environmental separately), win conditions, war (temporarily or forever) and many others

my only complaint is that it's forced online but you can make pretty megacities in it
