Airlines & rail services must offer discounted fares with proof of registration. If someone takes the day off, but doesn’t go do their patriotic duty, then they’re future airfare/rail tickets, double in price for the rest of the year. Nobody HAS to do it, but if you sign up, then you go.

2/ Turns out that he’d lost it all gambling himself. Yes, a bookie lost a ton of money while gambling. So a few of the mid-tier winners (couple hundred $’s, maybe a grand) corner him in a bar, take him outside, & pretty much say to pay them or they’ll beat his ass.
