In a state like Washington with 10 members of the House, the 10 candidates with the most votes would receive seats.

I don't see any reason a State could not make all its Members of the House "at large" positions and award those seats via a ranked list of candidates based on total statewide votes. Each voter would vote for one candidate.

There is precedent rooted in the 14th Amendment that Congress should be elected in a way that each voter's vote has equal weight.

4. Centrist Democrats have no message. Cuomo couldn't find anything to say to New Yorkers other than "don't vote for the Socialist". The Liberal wing of the Democratic party doesn't know how to produce viable candidates and those candidates don't know how to speak to the voters.

3. Staten Island voted for Cuomo and Sliwa. That's the home of firefighters, cops, nurses, and bluecollar tradespeople. The fact that the Democrats lose with those voters tells you something deeply important about American values in the 2000s. McCain won Staten Island in 2008.

2: Once again we see that overwhelming money spent on a campaign doesn't win an election. Billionaires cannot buy elections but they can add a percent or two to the total; if the election is that tight, then the money matters. The problem isn't money, it's a 50/50 electorate.
