I think you're onto something. Terror here, then there, then everywhere. It keeps us subdued and I think the hope is that they'll wear us out and eventually have us where they want us, but there are MANY more of us than them at this point.

ICE are Trump's personal police, their role to cause despair, and demoralization of the population.
