Campaign traffickers select the areas they want to target based on IP address locations or geofencing which isn't perfect tech. The likely reason is the trafficker isn't paying attention and the tool they are using autocompletes to the wrong location... AND the trafficker is too lazy to fix.

Some orgs, like those run by Musk, try to prevent leaks through a combo of instilling fear and selling workers on "a mission." But once workers find cracks in the mission, or disagree with their leaders' decisions, information always makes it to the public no matter how much you threaten them.
