This is a population average so average over eg transmission from infected people with range of viral loads, and over other possible variables that we don't measure but could affect transmission

Maybe one big data set is from the UK's NHS app from the pandemic, which gave data on millions of contacts. Data analysed in few ways by Ferretti etal www.nature.com/articles/s41... but one way gave sublinear power law (Extend data Fig 2) so halving dose only reduces risk 30%.
