I think you're getting twisted up looking at the expected value as unchanged and thinking that implies an expectation of an unchanging value.

It felt disrespectful of the audience's time imo. Second season struggled a lot with pacing compared to first and starting to feel like they're just dragging things out to keep the show going even though character motivations etc feel more contrived and so on. I'm probably not watching S3
