My Ex had lived, for a time, in Wilmington, NC and had toured a few of the 'Historic' Churches of that area. His main take-away was HOW could the so oppressed Black peoples ever even embrace the Religion of their White Slaveholders in any way at all.

My Guess, he will go the route that takes the longest delay, which will allow him to try to twist arms to prevent a veto override.
