If he was trying to sell these in Germany, that would likely be the kind of illegal activity they do not allow. So if his store was unavailable there, ie he was blocking German customers, then it might be different?

Often, app owners don't understand what these SDKs are doing with their users' data. I'd like to see the App Stores do a lot more to help apps understand them, and to expose and curb these problematic ads SDK practices.

It’s frustrating when those unstated constraints are not technical ones - and especially when the individuals negotiating are not in a position to deal because they may not understand them and/or be empowered to overcome them
