That's fair. Especially in the core, congestion is primarily downstream from outbound capacity constraints on the Gardiner or too many conflicting movements of cars and pedestrians.

Toronto could implement the same thing, but it would require a city-wide right-turn-on-red ban (which should be implemented regardless), along with installing new-straight through arrow signal heads at hundreds of intersections. A bit more work than a simple timing change, but worth it IMO.

Montreal has this right (as usual), where straight-through traffic gets the head start too, so only turning traffic has to wait. This achieves the same objective with respect to pedestrian/vehicle conflicts, while minimizing the impact on intersection capacity.

My most carbrain take is that this is actually underdiscussed. It obviously isn't the cause of all congestion, but signals are *the* capacity constraint on city streets. A direct reduction of 5-15% green time across all signals is going to exacerbate that. But it's a solvable problem!
