"Presidents have no influence on retail prices" is only partly true. A whole lot of forces beyond anyone's control can affect retail prices. But a president can certainly trigger inflation by, say, threatening to start a trade war.

Giving Trump all the benefit of the doubt and accepting that the point is simply for each agency to "perform an analysis", this all could have been done during the transition period before January 20.
