Is anyone in NYC doing a survey of traffic and issues outside of the congestion zone??? Like in Brooklyn and Queens? Because we are impacted negatively (it seems)

An article has come out that explains anthem was not going to charge patients for additional anesthesia costs, but the anesthesiologist would have to submit more evidence for them to get reimbursed from the insurer. It was to stop them from lying and overcharging.

It still baffles me how many working people in their 20s don't know how taxes work in their paycheck. Where did we go wrong in the education? Or is it the rise of freelance work with 1099s? Even filing out a form is maddening.
