Yep, I had to have this process explained to me when I was a House Committee staffer over 15 yrs ago. Still pisses me off. Never made sense to me when people called the Senate the most deliberative body. I called it the dark house where bills go to die.

If you have a chance, try combining your beautiful tomatoes with fresh peaches, basil, and burrata or whatever kind of fresh mozzarella you can get. A bit of olive oil and balsamic and salt and pepper...an amazing salad!

In the case of USAID, it was statutorily prohibited from advertising about it's successes to the American people. Always bothered me that we couldn't convince enough members to change the language so that USAID could tell the taxpayers how it helped both the American people and the world.
