As an artist and author I've spent YEARS worried about follower counts and branding and visibility and all that and I feel like I can finally free myself of the burden of it, but it's mainly bcuz these platforms have aggressively pushed artists away. I can leave bcuz they lit themselves on fire.

You’re right in that it’s not a done deal right now, but it does get the conversation going and will rile up his base to a point where congress, the senate, and the Supreme Court won’t be able to ignore it.
Point is, it doesn’t have to do anything right now. It’s long term effects will, however.
