The Explanatory Memorandum to the revocation regulations say that it's down to the complexity of the IT project involved and "technical issues", i.e. a delay to the requirement coming into force rather than a change in policy. Bodes well for digital ID...

S. 2(1) of the Ministerial and other Salaries Act says that "the Opposition" is the party with "the greatest numerical strength" in opposition to the government "for the time being". I'd read that as meaning it can change during the course of a Parliament.

A very close vote but, by 138 votes to 136, MPs have voted to introduce Sarah Olney's Bill which would amend the electoral system to proportional representation, a longstanding Liberal Democrat policy. FPTP is no longer fit for purpose and the move to PR cannot come soon enough.
