Not exactly true about writers. By that point, show runner Ira Stephen Behr and the writers had been informed by TPTB that Voyager would be considered the next "flagship" ST after TNG. At that point, they decided "What the hell" and wrote whatever they wanted. Some of the best ST, IMHO

The Revolution of 1789 led to the guillotine led to the Terror, then to the Directoire, then Napoleon. France's government stayed screwed up until the 1870s with revolutions and ill-advised foreign wars. Historically, not an ideal solution.

And built shoddy, sh--ty homes that spread like a blight across the land in ugly subdivisions. Looked at one in the 80s. Could not believe how poorly it was built. These homes have also aged poorly.
