An annual mileage report with spot checks - just like a water meter. The MOT mileage will need to be compulsory.

It's so easy: 1. Introduce a p/mile scheme for ALL cars. 2. When it's become routine, adjust the rates between EV & non-EV to make sure that all cars pay their share. Do they have planning meetings or read academic studies?

We're in need of really boring grown-ups. A bit of (also boring) analysis followed by synthesis might also help.
It would also help if we could listen to whole speeches rather than have Radio4 fade out Reeves' speech and start speculating how it was going to end..
