FWIW, schools, cities, towns, counties, states all have areas of people who make fun of and look down on their neighbors.
It is provincialism, if I correctly understand that word.

The article says that Congress didn't know whether to lower the flag half-mast. The law says to do so AFTER the President issues a proclamation announcement. Since there was none (not even a Post-It™️?), Congress had to be told it should
