My understanding is ACT, specifically Simon Court, had an out-sized influence on the final outcome (read his maiden speech). Actively advanced private property rights & continuously worked to diminish/undermine obligations to Māori/Te Tiriti every step of the way. 8th on the list of the 8% party.
