Yes this is true as both are inextricably linked and up until now science could not be expressed outside of the limitations of scientists.

Isn't this how science works? More of a popularity contest? You could have an answer to problem but unless you are scientifically popular no one hears you and then suddenly a popular scientist discovers the same idea and just rewords it.

I agree. The whole battle between classical, operant, learning theory etc. (and others I am sure) is that they are all talking about different scales of the same process. So instead of realizing the recursive layers of intelligence (depth), they often try to apply it wholesale.

We are the kind of system that processes mattering recursively. When the recursive process itself becomes a manipulable cognitive construct, the process is consciousness. Perspectival entrapment is a consequence of being that process, not a separate condition.
