I'd say that the first example definitely has them talking about a man (well, male), even if it's not romantic.
That second example definitely passes though, would not be surprised if there were a few other examples I overlooked.

She *is* the first character I observed passing the Bechdel Test in the manga. Which, uh...wasn't until the timeline shifts to Shippuden.

To drop the bit, she is unironically probably the best-written female character in either series, which is kind of a low bar but she clears it effortlessly.

In terms of actual relevance to the plot and not just screentime, it's Toga (can't believe you forgot her), Ochako, Eri...probably inventor girl, and then Mirko. Or maybe Midnight. Or two or three others whose names I can't remember. So maybe top 10 instead of 5.
