Yes I think it can be, the problem here is the way in which the government has handled the process. It has clearly not worked in this case, the consequence of which is a further breakdown of trust in government among people who see the inquiry as a last resort.

The delay to closing submissions & the final report for the Sheku Bayoh inquiry means a longer wait for lessons to be learned.

Not the same issue as the grooming gangs inquiry, but another reminder of how hard it is to balance involvement of those impacted with inquiry independence & how inquiry processes -when they go wrong- can further damage trust between those impacted and the services they have already been failed by.

The inquiry first announced in 2019 is looking into the death of Sheku Bayoh in police custody and whether race was a factor. SPF are core participants, and chair and former judge Lord Bracadale has now quit citing the lack of confidence among core participants in him and subsequent findings.

So, realistically, while any MP could try and table a substantive motion for the Commons to discuss, it would be up to the government to decide whether to make time for it to discuss it.
