My guess is because with %dice it’s easier to determine probability. Not everyone knows immediately that the chance of rolling 20 on a d20 is 5%, but rolling 5 or lower on a %dice is pretty easy to follow. I’ve also only seen %dice used as a primary mechanic in “roll under” games.

Kobold Press produced 4 for 5e and then 2 more for their own system. DCC produces new and unique monsters for every module before even needing to but together a monster book. There are plenty of ideas out there to keep things fresh.
