It's not a new book, but I can recommend Romania's answer to Agatha Christie: Rodica Ojog-Brasoveanu. Her Melania Lupu character is a very funny cross between Miss Marple and Moriarty. en.wikipedia.org/wiki/Rodica_...

It's only 14 occupied countries if you don't actually consider the other countries/provinces that Russia occupied earlier. See history of Dagestan and Chechnya for example. They did not call it the Russian Empire before for no reason.

It takes an entire society and a pretty fucked up world to get there. It's not a solo endeavour.
There are plenty of wannabe dictators who spew hate, all over the world, right now. Most of them don't matter because society stops them.
