Again though, I agree with you about PIP, and cash transfers in general.

But lower minimum wage, specifically for young people isn't a benefit to the individual, it's an inducement to the employer.

And for most who are PAYE it's just a tax code issue no different on payroll to pay rates

So if we're happy for the state to make payments where needed to encourage good outcomes, why not a tax credit to employers for ever young person they take on?

It gives exactly the same incentive for the employer (they're cheaper even if not as good) but does so without low pay.

Surely win win?

I suspect there probably isn't really that much between us here anyway.

I think it is a valuable thing for the state to look to encourage employers to take on young people.

I just think it would be better if the way they did it was not low pay for the worker.

So what about those who don't? An exemption for them from the legislation?

What about an adult who moves back home with their folks temporarily? Should they then get a pay cut?

All young people are automatically worse than anyone who's ever had a job?

You must work in an industry filled with far more consistency of universal competence than mine!

But back to the point there are other levers for the state even if this is true than poverty pay.

Policy lever to make it easier for the disabled person to be able to work (I very much support this approach).

A specifically lowered minimum wage for young people is a lever designed to incentivise employers.

Apples and Oranges.

And that if the state wishes to use a public policy level to advantage businesses employing younger people by making them *cheaper to the business* it's morally better for this to not be on the basis of poverty pay for the young person.

Is it?

A differential minimum wage for ages is a public policy lever to pull based on a perceived problem of getting young people into work.

I'm saying that I think it is in principle wrong to pay people less for the same job based on an arbitrary characteristic.

Would we say for example say employers are reluctant to employ disabled people so therefore let's cut the minimum wage for them to encourage employment?

What about an ethnic minority with higher than average rates of unemployment?

I'm yet to be convinced that lower minimum wage actually leads to employers employing more young people.

But even if it does, there are levers available to the state other than poverty pay for encouraging this.

How about no employer NI contributions for 12 months say?
